The redistricting fight: $240 million in Prop. 50-linked receipts
By PubSys CalAccess · PubSys CalAccess is operated by Britto, Inc. It is not affiliated with the California Secretary of State.
In 2025, Texas and North Carolina enacted new congressional maps, and California put its own proposed maps before voters. At stake were the district lines that determine which voters choose each member of the U.S. House. Around California’s Proposition 50, PubSys CalAccess records $240.4 million in receipts across 54 linked committees in the 2025–2026 cycle: $122.4 million for Yes and $118.0 million for No. The totals are close; the mix of cash contributions, loans and noncash support differs sharply. These recorded receipts include transfers that can count the same dollars more than once and do not capture complete campaign fundraising or spending.

What the bars count: signed cash contributions, noncash contributions and loans recorded by PubSys. Transfers between linked committees are not removed; the same money can appear at more than one stage. Recorded months can represent aggregate entries, not the dates of underlying donations.
Coverage matters. Amounts reported only for a filing period are outside these transaction totals—including $66.5 million reported by HMP, a linked Yes committee. That amount cannot simply be added: transfers between committees may count the same money again.
The plotted period ends at June 2026, the last month with a nonzero recorded receipt in this snapshot. The product’s 2025–2026 scope also includes later empty buckets; they are not proof that no more money was received. Reported-source names are groups from the records, not verified people or ultimate funders.
A long fight over who draws the lines
California voters have repeatedly revisited that question. They rejected Proposition 77 in 2005, created a citizens’ commission for state legislative and Board of Equalization districts with Proposition 11 in 2008, and extended its authority to congressional maps with Proposition 20 in 2010. That same year, they rejected Proposition 27’s attempt to abolish the commission. Historical sources: 2005 official result, commission history, 2010 official result and Prop. 27 proposal.
In 2025, the contest shifted to new congressional maps. Texas enacted a new congressional map in August; North Carolina followed in October. California’s Proposition 50 asked voters to authorize temporary, legislature-drawn congressional maps starting in 2026, with the commission returning to that job after the 2030 census.
Earlier fights elsewhere also drew millions. Michigan’s Voters Not Politicians raised more than $16 million for its 2018 campaign, The Washington Post reported. Before Ohio’s 2024 vote on a citizens’ redistricting commission, the Ohio Capital Journal reported $39.5 million raised by Citizens Not Politicians since its initiative filing in August 2023, and $5.6 million by opponent Ohio Works since August 2024, in pre-election reports through October 16.
The reported figures cover different campaigns and time periods. Together, these episodes show how battles over district lines repeatedly draw substantial financial backing. Our California records let readers examine the recorded activity month by month and follow its named sources.
Similar scale does not mean the same mix
Of the Yes committees’ recorded receipts, $116.0 million is cash contributions—about 95% of the total. The No committees’ recorded total includes $32.7 million in loans and $28.8 million in noncash contributions—together, about 52%. Noncash can include goods, services or stock; it is not cash available to spend.
The graphic follows the months on the recorded entries. It does not reconstruct bank balances, trace a transfer back to its original donor, or show what was known on election day. Later amendments are reflected in this frozen system snapshot.
Follow the committees, then check the filings
Open Proposition 50 in PubSys CalAccess · 2025–2026, expand a side, then choose a committee and its filing history. Match the filing, amendment and reporting period before interpreting an amount. The explorer uses its current snapshot; this article freezes September 14, 2026.

How we built this view — product metric, sources and limits
We used PubSys CalAccess’s canonical measure-to-committee links and the same prepared transaction and monthly tables that supply the public measure page. The 2025–2026 cycle spans January 1, 2025–December 31, 2026; the frozen source snapshot is September 14, 2026. All 24 monthly totals and all 54 committee totals reconcile exactly to the live API readback retained for this article. The graphic ends at June 2026 because subsequent cycle buckets contain no recorded receipts in this snapshot.
Use the product’s 54 linked committees: 43 support and 11 oppose. Include signed prepared cash, noncash and loan entries dated within the 2025–2026 cycle, exactly matching the public measure page. Links are not proof that every receipt financed this campaign.
The prepared product selects available filing amendments and deduplicates transaction records. Its receipt definition is broader than a fresh Form 460 Schedule A plus new Schedule B1 reconstruction; this article preserves product semantics, including informational and aggregate entries, rather than silently repairing them.
Sum every eligible reported-source group before cumulative ranking. Keep category amounts distinct, signed negative entries and all linked recipients. Monthly values use recorded transaction dates; do not allocate period-only amounts to invented dates.
Reconcile the same prepared population to the measure API, committee totals and an independent cumulative-source query. Agreement establishes product parity, not independent completeness or ultimate-donor identity.
Source rankings use the product’s contributor key: a reported committee ID when available, otherwise a fingerprint of normalized name and location. Loan keys use reported lender name and location. No addresses or employment details are displayed. Different keys are not merged; the display name is the lexicographically last nonempty reported label for the frozen cycle. Labels can be aggregate filing references. We compute all source groups and cumulative amounts before selecting the largest 20; an exact “other reported sources” remainder reconciles the lists to the bars.
Signed totals retain five negative cash entries totaling −$179,538.32; negative entries reduce the recorded sums. Their meaning is not inferred. Loan payments and forgiveness are not subtracted from these receipt bars, and Schedule I miscellaneous increases are not included.
What the product does not establish: linked-committee membership is not a dated campaign-purpose allocation. Some committees had other activity before or after the vote. Individual records, report periods and filing dates differ; retrospective amendments do not describe election-day knowledge.
A separate system reconciliation examined 176 recent Form 460 reports across 46 of the 54 linked committees. It found $102,451,459.36 in period-only cash amounts across that diagnostic report population, including HMP’s $66,462,925.94. These overlapping and differently scoped report sums are not a unique omitted-funding total. Eight committees had no qualifying recent Form 460; one committee has an overlapping amended report chain.
HMP’s period-only cash is not in the transaction bars. Its year-end cumulative cash figure also differs from the sum of period amounts by $3 million; a separate miscellaneous refund is not used to repair cash receipts. Congressional Leadership Fund has $44,332,904.30 in three self-named aggregate entries, and Movement Voter PAC has a $6,596,227.11 self-named entry. Those labels do not establish the underlying federal contributors or donation months.
The product includes $135,157.66 in cash and $2,605.50 in noncash informational memo/child records within that diagnostic population. Its filing-metadata ownership join omits $4,362,693.75 cash and $6,295.77 noncash recoverable from covers for two committees. This view reproduces the product’s prepared totals; it does not silently add or remove these amounts. It is not a complete reconstruction of every statement.
Known intra-roster receipt candidates cannot simply be subtracted to obtain unique outside funding. Nor can missing report-period amounts be assigned invented monthly dates. The visual therefore makes no claim about total campaign fundraising, cash balances, ultimate origin, motives or influence.
We assessed earlier California redistricting measures but do not rank them here: differing committee populations, coverage, time windows and overlapping recipients prevent an established like-for-like comparison.
The historical figures are attributed published reporting, not PubSys calculations or chart inputs. Dated enactments describe historical events, not current litigation or operative-map status.

PubSys CalAccess: Proposition 50, 2025–2026. Frozen PubSys CalAccess source snapshot September 14, 2026; successful refresh September 15. Retrospective amendments are included, not only what was known on election day. Later filings or amendments may change the record. Updates are manual, with no promised cadence.
This is recorded product activity, not complete campaign fundraising, net external financing, spending or cash on hand. Transfers can count the same money at multiple committees.
Period-only amounts, missing report coverage and aggregate federal references limit completeness and timing. Blank later cycle months are not evidence that no later receipts occurred.
Cash, noncash and loans are different forms of receipt. Loan payments and forgiveness are not negative fundraising here; stock contributions do not prove a specific repayment path.
Reported source labels and keys are not verified people, ultimate funders or evidence of residence, motives or influence. Official filings remain the source of record.
